2011 and 2012 Salary Cap/Floor

I'm confused how the salary cap is 120 million, the salary floor is 108 million, yet teams are required for the next two years to spend 99% of the salary cap. Doesn't that make the 'floor' over 118 million? Is this just a way of forcing teams to give big signing bonuses? Chiefs are going to have to spend a shitload of money to reach 99% of just about anything. That cheap sonuvabitch Hunt is gonna lose his shit when he realizes he was part of that negotiation!

The amount they don't spend is evenly distributed to the players on the roster at the end of the year. So either way he spends.

But that still makes the salary floor 118 million. Why bother calling it 108 million?
